I assume that "index.cgi" can live in any directory, along with regular
"documents"? If so, you want to set up a handler. Putting this in your
httpd.conf file should work:

AddHandler cgi-script .cgi

Make sure you've enabled mod_cgi in your configuration as well.

more information.
