please help with apache access using an ip address!

hello.
i have apache set up on a wink2 machine. i can access using
http://localhost, but when i enter my ip address (i got it using
whatismyip.com) it says the connection is refused. shouldnt i be able
to access the web server using my ip? please reply, thanks!
