slow response time in Windows

Hello!

I wonder if some of you had this problem, but it seems me it is a big
problem.

When I try an fopen (with PHP) to a file that is in a Windows WebServer
(Apache or IIS), it takes about 200ms, whereas in a Linux WebServer
(Apache), it takes only 1ms !!

Have someone an idea ?
