Default Issues with Apache 2

I've recently run into some problems with Apache that I have no idea
how to fix, as I'm not entirely sure what is going on or why. When the
Apache server is running it seems like my internet connection is
immediately bogged down. Pages on the internet take forever to load,
and people cannot download from my site very quickly at all. At first
I thought maybe it was just getting a little overloaded, but a quick
glance in the task manager told me otherwise, and besides...how would
that affect my download speeds?

Does anyone have even the slightest clue as to what may be going on
here?

Well, it looks like I was being leeched really bad.

That would explain why it stopped when I stoped Apache.
