XP, Apache2 images load SLOW

All of a sudden, my Windows XP Pro, running Apache 2 and PHP 5 stopped
serving up images and swf files. Yesterday it was fine. Today nothing.
I can remote desktop to the server and can do just about anything on
the server. But the images load exceptionally slowly or not at all.

I am running a Dual PIII 800MHz system with 512 MB RAM and lots of hard
drive space. There is no load on the CPU's (about 1% usage) and the
Network connections is consistently below 1% usage.

Text loads instantly as well as all css files. Just images and swf
files won't come up.
Has anyone experienced this problem and if so, how did you fix it?
