Default Apache and MaxConnections

Hi,

I'm running Apache 1.3 on W2K.

I've had some people complain that they aren't able to download more
than two files from me at a time. If while there are two downloads in
progress, they click on a third, nothing happens, but as soon as either
of the first two finish, the third starts.

I've been told that this is due to the MaxConnectionsPerServer setting
in the Windows registry of the client machine. But even after
increasing from the default value to a higher value, and restarting
their computer, the problem persists.

Is there anything in the Apache configuration that could be affecting
this, and if so what changes can be made to solve the problem? If it's
not an issue with Apache, then any ideas on what's causing it?
