Apache causing Windows Regoinal Settings to hang

Hi,

I am running Apache on Windows NT Workstation 4.0, and when I try to
change the locale and Apply it, it causes the Regoinal Settings window
to freeze. This does not happen when Apache it not running. Does
anybody know why this happens?
