Default Doese SBC DSL Service Block HTTP connection by sending "Sync" ?

Hi,

I set up IIS HTTP Server and it was running and listened on the port 80.
Then I find out the IP of my router and also setup the port forwarding all
the port 80 IP packtes will send to my HTTP server machine. I used the
TCPVIEW tool to monitor the connection state while the browser connected
to the HTTP server. I found out the browser to HTTP server's connection
state always "Sync" but never "Established".

Then I used another machine to try the listening port on 8080 and found
out the same result. Does that mean SBC DSL service was blocked to rum home
based WWW/HTTP server?
Hope someone can explain to me or found out the SBC's policy about the Home
based HTTP server?
