Default httpd.conf and Apache Filters

I have an Output Filter installed, and for the most part it works,
with just one exception. If I type 127.0.0.1/Index.html, the filter
runs. If I just type 127.0.0.1, it doesn't.

In the httpd.conf I just have

SetOutputFilter JB_FILTER1

defined globally for now, I'll put it in a <Directory> tag at some
point.

The rest of httpd.conf is just like a fresh install.

Any ideas?
