Many text editors will work fine. I use UltraEdit32 (Uedit32) from
www.idmcomp.com.

From their web site I downloaded a wordfile to syntax
highlight CONF files. The strings, comments, and Apache
custom tags are highlighted and the drop down has the
Apache autocomplete strings.

I think there are several projects out there. I took at look at the
Apache support web-ring (http://p.webring.com/hub?ring=apachesupport),
which is linked from the Apache site. It led me to Apache GUI
(http://www.apache-gui.com), which appears to be a commercial product.

If you search around I think you'll find others. In fact Google turned
up an entire site on the subject - http://gui.apache.org/ - which links
to some free offerings as well as other commercial ones.
