why is my windows media server so slow?

Hello,

I've configured WMS to send unicast broadcast and unicast on-demand on
every protocol(udp, tcp, http). I don't have an idea why streaming
outside local network is so slow. It isn't fault of the network
speed(form the same web page i can download file at about 500kbit/s).
I've tried everything. Please help.
