IBM HTTP Server (Apache mod) is holding files open

Looks like my http server is opening files when accessed and makes them
unavailable for modifying after one referenced. is there a config option
to force apache to not lock files?

Is i tries to change a file in the htdocs path it's not possible due to
sharing violaition.
