Have you tried stopping the service, uninstalling, removing all the left
over files in Program Files, rebooting, reinstall?

But when you uninstalled did you remove the entire: "c:\program Files\Apache
Group\apache2\" folder afterward? It is not removed by default, and if there
was a config problem when you 1st installed it you are doomed to repeat it
over and over again.
