about apache monitor!

I have install apache 2.0.46 in my windowsMe,but the apache monitor
doesn't work correctly,I use apache systemtray to stop or start
apache2 service, it doesn't work, in command line mode, type apache -n
apache2 -k stop, with a long waiting, it responses 'failed to stop
apache!',and no other message! so I had to continue to use apache
1.3.27!

Services don't work on win9x(including ME) thatrs why the monitor won't work
