Default [squid-users] Balancing internet traffic

I have:

ISP#1 ISP#2
squid#1 squid#2

All the proxy clients have configured the squid#1, and I have on squid.conf=
:
cache_peer squid#2 sibling 8000 3130 proxy-only

How can I configure squid to balance the internet traffic between the two =
ISP's??
Also, if the ISP#1 go down, how route all traffic by ISP#2 and viceversa?
