you need the following commands in /etc/rc.local

/sbin/modprobe ip_wccp
echo 1 > /proc/sys/net/ipv4/ip_forward
/sbin/iptables -t nat -A PREROUTING -i eth0 -p tcp
--dport 80 -j REDIRECT --to-port 3128

First line is load ip_wccp after every reboot
Second will enable ip forwarding
Third line will enable iptables
