[squid-users] delay pool problem

Hi,
I am trying to use delay pool feature for first time.
Code of delay
pool is as follows in squid.conf file. It is at the
end of the file.

acl tech src 192.168.0.23
delay_pools 1 #Number of delay_pool 1
delay_class 1 1 #pool 1 is a delay_class 1
delay_parameters 1 100/100
delay_access 1 allow tech

I want to limit bandwidth of user ip 192.168.0.23.
But it allows to download files at very high speed. Is
there anything
wrong with code?
