What do you mean by 'start but won't work' ?
Especially what's in cache.log for this particular stadium.

You probably got squid exiting , upon attempts to start it.
Hence reconfigure or shutdown actions may be meaningless when there's
no
running squid.

P.s: which version of squid are you using ?
