You can test snort configuration and rules with "-T" switch after
downloading or implementing your rules, before restarting snort.
Oinkmaster can be used for managing bleeding rules.

command line:
oinkmaster.pl -u www.bleedingsnort.com/bleeding.rules.tar.gz -o output_dir
or

use different oinkmaster.conf for bleeding-snort with correct url :
url = http://www.bleedingsnort.com/bleeding.rules.tar.gz
