[Snort-users] massive rule update coming

FYI, I just committed a massive rule update to HEAD where nearly every
rule got touched. I have automagically "optomized" the ruleset, as
well as normalizing the format for the contents.

If you want to know what I did for the optimization and most
importantly, why I made the changes I did, feel free to read the
following section I added to the manual explaining the changes.
