Sorry - you are wrong.

The MIBS environmental variable is purely concerned with loading the
file that defines the MIB object names. As such, it is mostly useful
for the client-side applications.

The agent needs some real code in order to *implement* these MIB
objects. As such, the MIB file is best thought of as a design document
that the MIB implementor can use to guide the writing of this code.
Once the MIB module has been coded, then the agent typically doesn't
need the MIB file any more.
