That file is either created by "configure" (when using Unix-based
systems, or the Cygwin/MinGW environments), or should be
present by default in the Windows build area.


Can you please give a little more detail about exactly how
you are trying to compile the software. What version of
the code you are using, what O/S and build environment,
and exactly what commands you are using to run the build.
