The access control aspects of 'snmptrapd' are relatively new,
and probably aren't covered by snmpconf as yet.
I'd suggest that you edit this file manually, using the information
described in the snmptrapd.conf(5) man page.

I've logged this problem in the project bug tracker (#1721552)
