For item 1:
You can return GEN_ERROR or other specific error(one example: Memory failed error etc)

For item 2:

Please Refer RowStatus TC in SNMPv2-SMI.
It talks about what agent need to return when the row already exists:

For item 3, 4, 5: GEN_ERROR seems to be the correct for SNMP SET requests

Yes.
If you specify an unknown community (with SNMPv1 or SNMPv2c),
then the agent simply drops the request altogether. It does not
send back any form of error response.

Can you be a bit more specific about exactly what situation you
envisage? There is an error 'genError' which might be suitable,
but we'd need to know a bit more detail.
