See section 8 of AGENT.txt, under "Actions".
This is describing the v4 UCD module API, but the processing is the same for v5.

The MfD framework uses a different (more fine-grained) processing
model, which is documented in one of the generated files. [I'm not
sure which one]
But Robert can explain more about that.
