I would therefore tend to assume that creating a row in the
'dot1qVlanStaticTable' would automatically create a (linked)
row in the dot1qVlanCurrentTable.

But you're really asking in the wrong place.
This list is for support of the Net-SNMP software.
We don't implement the various bridge MIBs, and were
certainly not involved in the development of them.

You'd do better off talking to the relevant IETF working
group people (to find out what was intended) and/or the
vendor of your routers (to find out what they actually
implemented).

That last is the probably the most important - if your
network kit doesn't support this, then it doesn't really
matter what the original intentions were (apart from giving
you some ammunition to attack your vendor with).

But this list is not the right place for this question.
