how to enable USM support in net-snmp binary install?

Hi,

I have installed the binaries
net-snmp-5.1.3-1.win32.exe
and want to send v3 authPriv getnext to my agent.
I am getting USM support not enabled error.

Is there a way to enable encryption in binary install,
or I have to compile the source with open SSL?

C:\>snmpgetnext -v 3 -n "" -u testuser -A pass100 -X
pass100 -l authPriv 192.168.1.1 system
Encryption support not enabled.
snmpgetnext: USM encryption error
