diff to fix broken .spec file

The spec file included with the netsnmp-5.2.1.2 file is broken. The rpmbui=
ld=20
=2Dbb of the spec file doesn't work. Part way through the RPM starts=20
installing instead of building for a package. The diff below should help f=
ix=20
that.
