I'm not quite clear what you are trying to achieve. But whatever it is,
I would recommend to use the same tools for the stub as you would for
the final implementation. If I had to write an AgentX subagent, and
needed a stub to emulate some functionality, the stub would also be
implemented as an AgentX subagent.
