The standards do not specify an exact behaviour. Indeed, they
*explicitly* don't dictate how retransmissions should be handled.
See RFC 1905, Section 2.4:

2.4. Retransmission of Requests

...... Whether or not a request should be
retransmitted if no corresponding response is received in
an appropriate time interval, is at the discretion of the
application originating the request.....
