I did find two differences, I used stock Red Hat rpm's of the same version but on the box that was not working, I was missing Red Hat's net-snmp-devel package. This cleared up the problem with host name resolution. Secondly, I started digging around and found that the perl versions and SMTP.pm were different (Net::SMTP) so when I upgraded the problem box to use the same versions of perl and the module, it worked like a champ. Thanks for pointing me in the right direction.
