modified netsnmp trapd code available?

Hi,
I am looking for a snmp trapd that can receive traps from all snmp
versions (preferably also v3). This must be code i can use as a function
in code (i.e i can call it and it starts the snmpd daemon)

Has anyone modified the netsnmp trapd such that i can use it in already
existing code and passing it arguments? I'm afraid i'm to unfamiliar with
netsnmp code to know what i can rip out and what not. I find it quite
difficult to understand.

I'm willing to pay for this if necessary, but i need the code to be
opensource with no restrictive licenses. I'm probably going to modify it
heavily anyway.
