You'll need to have a suitable SNMPv3 user configured (for the internal queries). But the DisMan Event MIB functionality can be set up or queried, using any version of SNMP. And the notifications that are produced can easily be SNMPv1 traps. If that's not what you meant, then you'll need to be a bit more specific.
