I'm not sure I can reproduce this with 5.4.1.pre3:

/my/net-snmp/sbin/snmptrapd -f -Le --disableAuthorization=yes
localhost:10162
NET-SNMP version 5.4.1.pre3

/my/net-snmp/sbin/snmptrapd -f -Le -C -c /dev/null localhost:10162
Warning: no access control information configured.
This receiver will *NOT* accept any incoming notifications.
NET-SNMP version 5.4.1.pre3

/my/net-snmp/sbin/snmptrapd -f -Le -C -c /dev/null --authcommunity="log
public" localhost:10162
NET-SNMP version 5.4.1.pre3


Looks good to me.
