Have a look at the application 'snmptrapd', which does precisely this.
You might also wish to investigate SNMPTT (http://www.snmptt.org/)
which is a trap handler script, for use with snmptrapd.
It's not something I've had call to use myself, but it does seem
to be a useful extension to the basic Net-SNMP trap receiver.
