I'd also suggest some indication that this is specific to the "pass" mechanism.
"check_set_error" feels too much like a general-purpose API call.

How about "netsnmp_check_pass_error()" ?

Such minor nits aside, this feels a very sensible addition.
I'm even tempted to reverse my earlier opposition wrt this
being applied to the 5.4 release.
