Let's start with the protocol RFCs.
We can add other RFCs later if we feel it would be useful.

I'd forgotten that we don't already have a docs (or doc) directory.
I don't really care about the name - maybe a slight preference for docs.

But I'd like to move some of the existing documentation away from the top level.
Maybe keep the "core" information files (NEWS, README, FAQ), but move
the rest of them into docs too.
