The primary reason I created the --disable-agent flag was to reduce
compile time for people that didn't want it. Since the snmpd app
itself is a small compile step I'm not sure we're doing much by making
ourselves jump through hoops to disable only a smart part of the code.
It makes much more sense to disable entire sets of stuff instead.
