Please see the FAQ entries:
How do I add a MIB to the agent?
How do I write C code to integrate with the agent?
(and most of the rest of the CODING section)

FAQ:
What operating systems does it run on?

(if that's what you mean?)

An agent (whether master or subagent) is basically an "SNMP server"
It provides network management information when requested.

A manager is an "SNMP client" - it asks for management information
from (one or more) agents.

$ tar ztf net-snmp-5.2.1.2.tgz | grep configure
net-snmp-5.2.1.2/configure
net-snmp-5.2.1.2/configure.in

Yes, there is. Please look again.
