Regardless of whether or not it ships with <netinet/{tcp,ip}.h>, the
AC_CHECK_HEADERS test will catch it.

It's defined in <arpa/inet.h> on 6.5.23m:
extern char *inet_ntoa(struct in_addr);

It doesn't cause a problem during the build. I don't know if it is
needed for an earlier IRIX release.
