I don't think forcing people on testing permanently is necessarily
right unless they're either the release manager or working in that
tree. If you want to get really picky and write lots of code, mail
anyone who has posted code to that branch in the last 7 days or
something. Heh. But that would be more pain to implement than is
worth it.
