The library is meant to be portable, so it should be possible.

You might want to look at the msvc++ project files, to see what files are
included for each library. You will also probably want to make sure to use the
win32 version of the net-snmp-config.h file. It may need some tweaking, if the
borland libraries don't provide all the same funcations that msvc++ does.
