The version is 5.0.8. Can I rebuild it on my system and redistribute the
binary snmpd? Or each system has to do a local build? Thanks.

I'd grab the src rpm for the RHEL3 version, and rebuild with the same
options
plus dlmod support. Of course, the version shipped with RHEL3 may be one of
the
releases where dlmod support detection was broken. What version do they
ship?
Have you tried rebuilding from the src rpm?
