Can't see why a Windows client system would register itself as a PDC.

Do have lines such as these in your smb.conf?

domain master = Yes
preferred master = Yes
wins support = Yes

Note also that "wins server" should not be defined (assuming that this
Samba box is the WINS server).

Also maybe check all of your systems for some 'rogue' lmhosts files and
remove them.
