ah yes, there is a line

void
art_vpath_add_point (ArtVpath **p_vpath, int *pn_points, int *pn_points_max,
ArtPathcode code, double x, double y);

It is installed in /opt/gnome. I edited the configure scipt
on lines 24554 and 24555 to look in

if test "x/opt/gnome/include/libart-2.0" != "x"; then
CPPFLAGS="$CPPFLAGS -I/opt/gnome/include/libart-2.0"

or

if test "x/opt/gnome/include" != "x"; then
CPPFLAGS="$CPPFLAGS -I/opt/gnome/include"

or

if test "x/opt/gnome" != "x"; then
CPPFLAGS="$CPPFLAGS -I/opt/gnome"

I don't know how to tell configure where to look.
