We have planned for Wiki style FAQ for c.l.php. phpSt.Jochen Daum
has created a website for that <http://www.clpfaq.org/> He may
officially announce it soon.

PHP.net can indeed be a very useful resource.

I wouldn't call that *the* FAQ, since as far as I know
there's no connection between it and c.l.php. Even calling
it *a* FAQ would be a stretch. It barely fulfills its
office. Some answers given there aren't great and some are
just wrong, but then I didn't read all of them. What's more
disappointing, though, is that our most frequently asked
question isn't asked. We're instead given answers to
questions that rarely arise, such as 'Where can I host
hardcore adult porn sites?'.

Rest assured that upon its birth, a c.l.php FAQ will be of
superior caliber.

Yes, I didn't see it asked. It looks as though the same
time and effort that's been given to the web design hasn't
been given to the content, which is a shame.

Yeah, I'd say those are the two most common questions. At
least the headers-already-sent one's answered, although the
question could be better worded.
