Default Newbie: Listening to Port (Windows)

I am trying to get php to handle pages on my resin webserver. All of
the instructions on resin say to use the php -b PORT_NUMBER option,
but it doesnt exist on the Windows version. Im using 5.0.1 of php and
3.0.8 of resin. Resin uses the fast-cgi servlet to give php access.

Does anyone know how to get php-cgi on Windows to listen to a specific
port number when it starts up?
