Help me please - I'm Being cheated

Hello Friends,
Me and friend of mine need a desperate help.

I was freelancing for the site jobsnpeople.com

The person Pankaj Pandey said before giving site to me that he wanted
simple site and then later on in the course he said he wanted site like
naukri.com or jobsahead.com
I have implemented most of the features like those sites.

He had got done more than 90% work done and he is now saying call off
the site and not even paying me.

He is recruiter from pune. his email id is pnpandey@jobsnpeople.com
So please do not give or send your resumes he might cheat you in the
offering fake jobs as well.

Can you please suggest me what should I do. how should I teach this
cheat person a lesson. Since people like Pankaj Pandey are killing the
purpose of freelancers community by cheating freelancers and taking
advantage of needy people.
