The page isn't about compiling PHP source into a binary. It's about creating a method of using web applications ( php ) without the help of a seperate web-server. [/snip] That is an oxymoron, a web app w/o a web-server? The items mentioned have built-in webservers which is as close to not having a separate web server as you can get for a web app.
