Default formatting text in form

How do some sites (like Yahoo, HoTMaiL, etc) include the toolbar to allow
formatting the text that you're inputting in a mail form into formatted
HTML? I've been unable to find any type of class/etc for this.

Anyone know of a way to add a Rich Text Editor to an online form that our
org uses to send announcements? Most of the people who use it don't know
HTML well enough to properly insert links, etc.
